Outside the OT, the “Torah” or “Law” often refers to the first five books of the Bible, called the “Pentateuch” (Matt. 5:17–18; Luke 2:22). Second Temple Judaism commonly referred to the Pentateuch in this way. The term “Torah” is not limited to cultic or ceremonial practice, but embraces civil and social law.
